Let me see if I got this straight. This new medal is considered to be a higher award than the Bronze Star, but the individual isn't exposed to actual combat?

I think this is precisely correct. The young soldiers that are in the forces now are from the extremely coddled/entitled generation where they didn't keep score in sports so that "everyone is a winner". They grew up when schools couldn't fail or hold them back, it was against the law for parents to discipline the kids, etc

The medal is a brass pendant, nearly 2 inches (50 millimeters) tall, with a laurel wreath that circles a globe. There is an eagle in the center. The ribbon has blue, red and white stripes.

Guess the want to be able to give as important a medal to the guy flying the drone that kills a bunch of terrorists as they give the supply guy sitting inside a base in Afghanistan. They have passed out a massive number of bronze stars in the last ten years.

On the other hand...why would anyone that is not in the military care? Usually they start coming up with new medals when they start cutting pay raises, forcing longer tours, force reductions...do even more with even less type crap. They have already started draconian cuts in personnel and announced they do not intend to continue to allow pay to keep up with inflation and are reducing retirement benefits (medical); maybe a pretty ribbon will make everything alright.
