What does your security camera footage show? I would have the mulit camera DVR setup by now, if I were in your shoes. Had a similar situation when I lived in a condo in Texas. Guy turned out to be on 10 years probation for a drug deal.
He about crapped his pants when the Fish and Wildlife guy came out and busted him for fishing without a license and abusing wildlife. He beat a catfish to death on the cement driveway in front of the wife and had thrown some fish up on the grass to die, a misdemeanor apparently. Got good results from his probation officer after that, had done NOTHING prior to that after phone calls from half dozen people. I am still sort of surprised my wife did not just shoot that MFer dead. Good luck man, stay cool. |
Make up some flyers: "Beer, Burgers and Brats......it's time to party. Cash prize for best bike" Put neibour's address on it along with a map to his house and the date. Drop a couple flyers in your local outlaw MC club house mail box. Then drop a couple in the other outlaw MC club house mail box. Sit back and call police when you hear gunshots. :)

Other neighbors have tried the kumbaya approach with Bob to no avail. The usual shaking of hands, the 'no hard feelings' speeches, etc. Bob will calm down a while and they start back up again.
I may have touched on this before, but apparently his wife is a perfect mate for him with respect to personality and craziness. In response to his letter to the HOA, I wrote a personal response on my own behalf and the HOA vice president wrote an official HOA response. When they received the packet of letters (every homeowner received a copy) Bob's wife then fired off a 4-page letter and mailed to every homeowner but me. One of the other homeowners came to my office yesterday and showed it to me, asking basically WTF. In the letter, she claimed that I have a vendetta against them, and that I am using the HOA in an conspiracy against them. Claims that my dog viciously attacked her while she was walking one day, nearly dragging her to the ground so that it could get to her kid. In her husbands complaint to the County, he said the dog bit her but did not break the skin. Then in his letter to the HOA, he said that the dog grabbed her shirt but that she was unharmed. Although I have video that shows my dog running around at her feet, tail wagging the whole time. However all the other neighbors are now given an image of a dangerous dog that could viciously attack anyone at any minute. Other false things were also said, and I am starting to worry about everything from the safety of my wife while I am in the middle east for the next few weeks, to the possibility of "bad press" hurting the little business that I operate here. I feel I need to talk to an attorney to explore my options of cease and desist orders, restraining orders, or civil lawsuits for harassment and mental anguish. I'm not all that anguished right now, but a lawsuit may be an angle to straighten him out. |

This "Bob" could go ballistic anytime. You gotta cool it. Lawsuits, threats to him could cause him to go out with guns blazing.
Rereading your thread I am speculating here: His company could be paying him to stay home as he could be a troublemaker at work. He may not be promotable to Captain in which case he may be hurting. He could have early stages of Alzeimer's or some other mental issues. I still think he needs your support rather than criticism. We have done that with our neighbors who have barking dogs etc. Their husband/father died of a heart attack a couple of years ago. I really believe that people do not know what they are doing is wrong. You have to understand where they are coming from to break their barrier down. I repeat a soft approach is needed or else you could all end up dead.....just trying to help! G |
You can't fix crazy. This guy is a loose cannon and lives for the fight. All the legal wrangling, letters, and HOA stuff lays down a pattern for LEOs but also feeds the wolf inside him. He is clearly in deep emotional pain and like a wild animal that has been hit by a car, reaching out to him will likely get you mauled.
My unsolicited advice: Keep your distance and ignore him as best you can while documenting any interactions. Have your wife carry bear spray and be prepared to defend yourself if a situation arises. These guys always crash and burn and you don't want to be at the crash site. |

The local Sheriff's Deputy called me earlier to follow up on the Trespass Notice that was served and filed. He echoed some of what was said here, that this guy is a recurring name on their duty logs, that they expect him to escalate, etc. He gave me his personal cell number for my wife to keep handy while I am away.
The HOA president stopped by to give me another two pages from Bob that arrived today. Two pages of Mr. Cash is a liar, hates me, just out to get me, etc. He added a new twist. We live in an airpark (ie: runway community). Some houses have property that borders the runway. Last summer I did some maintenance on the brakes of a Travel Air for a neighbor. The neighbor then took me to lunch at the downtown airport. When we arrived back, we landed, turned the plane around, and taxied to the hangar. All of this seems normal to me, but Bob claims we turned around at his property deliberately so that we could use the wind from the propellers to "try and blow over" his utility shed. I was a passenger in the plane, but somehow this was all done at my insistence because I "have it in for him". So... ? Now turning around at his property is part of some evil plan to use our propwash against him??? Christf***, I'm an evil bastard!! Wait until I get my weather machine perfected and put clouds in the sky on days he wants to fly his RV7!! |

I feel for you. You're in a tough spot.
As some of the guys on here here know, I've had a serious issue with my neighbor for a few years now. I'm doing everything possible to keep myself out of jail over this scumbag. I'm unfortunately at the point where we are probably going to end up selling the house and moving. |
One approach I use regularly - be quiet and let them talk. Or write. The more they say the more they expose the crazy.
There is a point where you need to step in and start to disperse the BS, but you've passed that and done the right thing. Take the public high road, dont ignore it, watch it closely, but let him continue to keep running his mouth. The more crazy he spouts the bigger your cache of character evidence. |

In my experience observing aberrant stalkers like this, I'm pretty confident that Cash's wife is safe while he's gone. Bad guy will escalate until he's stopped, but he's unlikely to escalate in a way that makes Cash's wife physically unsafe while he's gone. The secret to understanding stalkers is to realize what it is that they're getting out of the interaction. They are getting off on the thrill of scaring people and spitting in their eyes. He'll keep doing that, to the point that he will someday harm Cash's dog, and could even harm him someday,. But there's a whole road of escalation before we get there. He might scare her, to get off on the emotional response, but he isn't going to kill the goose that lays the golden egg by hurting her and putting an end to his fun prematurely.

Those road signs look very "official." Maybe he liberated them from somewhere and they need to be reported as being stolen.
