An average 911 will do 25mph at around 2,500-2,800 rpm in second gear, which is not a bad thing for a cold engine. Fairly quiet, too, if you have a light throttle foot. In first gear, you'd be howling along at 4,200-4,300, or more on an early car, which is not good for a cold engine and will likely sound a little loud to some people.
