Sell it on Craigslist. It's not illegal to buy/sell, it was banned for manufacture in the USA.

HVAC techs use R-12 all the time. Many home units use it.
You are supposed to have a license to work with it. It isn't illegal though. Just EPA hammered.

residential air conditioning uses R22 not R12. In Canada it not legal to use it. why bother when there are many R12 replacements like RS24.

My A/C guy has plenty of it, gets it from Mexico I assume.

It's great to have for older systems, works great of course but r134a works well too. I've owned or ridden in plenty of old cars with 134 conversions that blow cold.

I like to keep them R12 if that's what they came with. My dad's 1980 450SL blows ice cold with R12 that's been in it for ages, (maybe original?), including years of sitting. There is a lot of misinformation and lack of knowledge about auto A/C.

Perhaps in Canada. R-12 is not illegal to use in U.S. I'm not sure about the manufacture of it. A couple cases of pint cans is nice to have.

What type of certification is required to purchase refrigerant?

The following people can buy any type of ozone-depleting refrigerant under this sales restriction (for instance, R-11, R-12, R-123, R-22), except for "small cans" containing less than 20 pounds of R-12:

Technicians certified to service stationary refrigeration and air-conditioning equipment by a Section 608 EPA-certified testing organization; and
Employers of a Section 608 certified technician (or the employer's authorized representative) if the employer provides the wholesaler with written evidence that he or she employs at least one properly certified technician.
The following people can buy refrigerant found acceptable for use in a motor vehicle air conditioner (MVAC), including "small cans" containing less than 20 pounds of R-12:

Technicians certified to service motor vehicle air-conditioners by a Section 609 EPA-certified testing organization.

Does the sales restriction also apply to internet sales?

Yes, for refrigerant sales EPA considers persons selling via internet sites, auctions, classified ads, and other means as wholesalers who must comply with the recordkeeping requirements for sales of ozone-depleting refrigerant.

From this website
The Refrigerant Sales Restriction | Ozone Layer Protection - Regulatory Programs | US EPA

It is surprising that there isn't a full on ban as there is in Canada and Europe for usage/recharging systems with CFC refrigerants.
I guess when CFCs are banned only bandits will have CFCs...

The manufacture of CFC's is illegal in the US, to purchase you must have a license.

A 609 cert affords me the ability to purchase R-12 wherever I can find it. I can't buy R-22 though. You must have a 608 cert.

It isn't about the environment, it's about the patents. Dupont screwed up and we were served 134a, they screwed up again and HFO1234yf is heading your way.
