You've seen "Cops" before, right? A lot of what you see going on is just these idiots doing everything they can to waste LEO's time and tick them off. Some of them are drunk and/or drugged out, but even the ones that aren't, are just messin' with the blue.

Chases? Same thing. Plenty of those tools know they're not going to get away... they just want to use up as much time and resources as they can.

I think it's unfortunate that these "I know my rights" guys so RARELY know their rights.

Pepper spray guy, for instance. If he's driving a car, he needs to show his driver's license. No gray area, no discussion, no nothing. The cop would have tongue-lashed him and tried to scare him for 2 minutes, and let him go.
