Anybody a freelance web developer? - mostly backend stuff (bonus if your in the GTA)

Having a tough time finding a freelancer who is qualified, local and not from India! I've got a potential lead for a local guy but I figured why not consult the pelican trust. At least I would be able to understand most of you

I'll explain the situation a bit...

I need to build an administrative dashboard, preferably using a bootstrap template.

I'm proficient with HTML/CSS and Bootstrap -- can dabble in javascript, jQuery and AJAX. Starting taking an online course in Ruby on Rails and while amazing, I think it isn't quite necessary for my application and is going to require mastery level before I can really build something awesome. I just don't have the time right now to wait and with an upcoming MBA -- a full-course isn't an option.

I'll focus my time on learning more javascript, and perhaps venture into angular to solidify my front-end skills. I'm also capable of handling a MySQL database.

I need somebody who can work with me to build the backend of the application. At this point, simply accepting a fairly lengthy form, and displaying the data in a nice table with a search function and flags/status updates/edit etc...

Perhaps PHP is the best option?

A few different user privileges for what people can and cannot see and that will pretty much allow day-to-day operations while I continually learn and update -- farming out more complex functions. I can build the forms, build most of the database tables, and about 90% of the design side.

Anybody interested or know of a guy? Trust is a big factor. We have been burned before. Had one guy who wanted to charge $85/hour but couldn't deliver. Long story...
