OK, so he is in a car chase (OK, pickup chase) and jumps out of the vehicle. Instead of standing still with his hands up a person that EVERYONE knows has a gun on him starts to reach into his coat. Do you figure he was going for his cigarettes or his driver's license?

When I was 17 a cop friend of mine at the time told me in plain language and a firm tone. When you are pulled over do exactly what the cop says, never make a fast or sudden move and keep your hands on top of the steering wheel.
