Sighting in a scoped weapon for close range.
Dumb it down for me. I'm going on two hours sleep.
Pellet rifle. I zeroed it at 40 yards. Scope is 3-9. 1/4 MOA. What a PIA. I was literally doubling the number of clicks needed for my distances. Previously at 25 yards, I'm clicking 16x for an inch. Turkey hunting over decoys. Means 15 yards or shorter. Quick test. I need to shoot one mil-dot high to hit Bulls. This is because of the scope offset right? I think I have 2" offset because of my tall rings. Are all scopes 1/4 MOA ? Handgun scopes? Sent via Jedi mind trick.

Would a scope be better than iron sights or an AimPoint type of red dot sight?

15 yards? Lose the scope. They are great for long shots but just get in the way up close.

Not knowing all of the particulars of your set-up, I'd guess that this may be your problem. Maybe try sighting it in @ 15 or 20 yards. That should give you a "happy coincidence" somewhere around at 30-40 yards, with not too much hold under in between. Obviously it depends on your specific set-up. Ideally, you would have the data to punch into a ballistics calculator to see what the optimum point(s) would be.
You've also added another layer of complexity with the variable power scope (assuming it's a second-focal-plane design). If the reticle has any kind of sub-tensions/mil-dots/etc. you will want to zero it at whatever magnification that the reticle is calibrated for/at. Your dope will change with different mag settings as well. For an air rifle, I'd probably lean towards simple iron sights. A red dot would probably be the most I'd bother with. If you absolutely need magnification, consider a 4x fixed-power scope with a BDC reticle. if you absolutely need a variable, I'd probably go for something with 1x minimum magnification (1-4x, 1-6x, etc.).
