help with another old movie

I remember watching a movie maybe somewhere between 77-80 ish that I cant remember the name. It was a rebellious teen based movie and it stated with some kids dropping rocks off of an overpass onto the cars below (or maybe they were shooting a BB gun at them)? Anyway, one of the young skater kids couldn't talk and they locked all the parents in the school gym at a PTA meeting or something and tried to burn the place down. It was a cheap made movie with skater and kids riding BMX bikes around..
Anyone remember that one?

damn. that was fast!! and I completely forgot that Matt Dillon was in it! I remember that movie being so badazz as i was the same age as the characters..
