Help With Web Development Question

Can anyone give me some advice on how to build the following functionality into a website?

This is for an advocacy website. (Short context: the city of Portland is trying to rezone 2/3rd of the city's single family residential neighborhoods to multi-family zoning and permit buildings far larger/taller than the surrounding houses, I am trying to rally public opinion to get the plan reconsidered and improved.)

The goal is to allow people to, with one click, generate an email from their own email account to the city council with comments on the proposed rezoning.


How I want the website to work is:
1 - You come to the email generation page, enter your name, address, email, and click a button
2 - Your name is added to a petition opposing the rezoning
3 - You are sent to a page with various statements about the rezoning, like "I oppose it because of reason A", "I oppose it because of reason B", "I oppose it because of reasons C" and "I oppose it because of reason ___________ [your words]"; you check boxes to select each statement that you want to include in your email; your default email app generates an email to a pre-set list of email addresses (the city council members) that includes all the statements you selected; then you send the email.
4 - Your name, address, and email are added to a mailing list for further information

The reason for #2 is to prevent supporters of the re-zoning to use the website to send emails supporting the re-zoning.

The reason for the selection process in #3 is because different people will have their own reasons for opposing the re-zoning, and letting people select their preferred reasons will avoid the emails all looking identical. I would probably change the wording of reason A B and C daily, and change the order of those reasons, also to avoid the "form email" look.

The reason for #4 is obvious, there needs to be an opt-out feature too.

How can a dummy build this into a website?

I know a tiny bit about websites, and maintain a simple one built on WIX, but what I have in mind isn't (AFAIK) available as a canned function in WIX.

Help me figure out how to do this myself? Or if you or someone you know is interested in helping . . .

Can you send me a PM with your email address? I'll need a mockup of the wording, etc you want to use as a word document, etc. as well as a URL to a site I can steal a look/style from
