Sticky paint- what went wrong?

I painted the front dam last summer with an expensive rattle spray can from one of the online auto paint stores and it really came out nice. I put the base coat down, and after it dried I followed it up with a clear coat. It looked nice and seemed to cure well the rest of the summer and over the winter. Now this summer I began to notice things sticking to the front dam and when I felt the paint I noticed that it was sticky. Almost like it never dried. What's going on?

Can't trust rattle can paints. You really need to use a two part urethane with hardener. Will need a spray gun and compressor. Good advice found here:

Sorry to hijack but I have a question along the same lines. I have a pint of left over paint from my spray job a few years back, and its dupont centauri single stage. I have tried using this paint to touch up once (que tip), but if I apply it never seems to dry. What kind of hardener would I need to get to make this work, and how would I mix it if all I want to use is just a small amount?
