Rusting under smile in bumper and random body flaws

Just got a 83 911sc recently and I am just wondering if this is a problem I have to address right away or I still have time to address it later?

Most I concern about is the rust under the smile in front bumper. (Due to old smile craking and water got in. Can see rust with flakes through the cracks of the smile)

I live in Vancouver BC (2 hrs north of Seattle WA) and it rains 8/12 months. Please advise, thanks.

yes for sure moisture is getting into the cracking areas so there is a very high risk of it having rust there too .
it's only the top coat (clear) that keeps moisture from getting to the metal as time goes by the cracked area will start lifting more because of moisture and rust to the point it will flake the finish off .
time ????
you should look to getting the problem areas repaired at some point soon (over the winter months ) works for many people when they tend not to drive there cars . I would not wait for more then a year as what is going on under the paint is 3 times worse then your seeing .

Thanks for the reply.

Any economical solution to address these problems mentioned above? What would you guys recommend other than repainting the whole panel?

Also, does anyone knows what color code this is? (It's been repainted by previous owner and sticker code is no longer there.)
