VDO Speedo Specification Question

Consider this quote:

"The VDO accepted variability is +/- 5mph from the factory."

I was told this, and wonder if it is true. Germans, have, you know, specifications on stuff and in my experience, this is consistent with their engineers' expectation of performance. Is this the performance spec for a Porsche 911SC speedometer? +/- 5 mph? That seems like a pretty wide range for a German spec.
