Help with CA smog troubleshooting

Hi all,

I am having major issues trying to pasa CA smog with my 1988 Targa.

1. Two wks ago I brought in car and it failed smog due to excessively high nox. Two yrs prior thr Nox readings were very low in the 15-16 range. I find out that O2 sensor was u plugged.
2. I realizes california brown wire was unplugged too so i plugged both brown wire and the O2 sensor in and unplugged battery overnight to reset ecu. Replugged battery and drove for about 3 days (50-75 miles).
3. Brought car in for pretest first and it passed with much lower Nox thankfully. And passed all other numbers. So then i had smog guy do official test on same dyno just minutes later.
4. Well this time it failed on Hc and Co.

Can you please let me know what u think issue could be? Did i not drive long enough for O2 and dme to adjust properly? Thats what my mechanic thinks.
