Trying to get maintenance records

I think the German government has something they call Data Protection policy where a particular dealer ( Porsche Zentrum Karlsruhe) that did some of the maintenance cannot release copies of their records due to privacy issues. This should not be all that difficult at least as I look at this because I am looking for history on my car and I think all owners of old cars would like to have just to have a complete picture for one self and for future custodians.

Countries like Germany are spearheading privacy laws. For your reference you may want to look into gdpr to see what you may be up against.

If the dealership just ran off copies of each repair order, they would contain lots of personal information about the previous owner(s): names, home addresses, phone numbers, maybe even forms of payment. I wonder if the dealership would be willing to censor some of the personal information to provide you with what work was performed on what date. That’s all you really care about.

Alternately, perhaps the dealership service manager could get in touch with the former owner on your behalf with your contact information. Then, if the former owner wants to get in touch with you to release any service records or talk about the car, that would be their prerogative.

That's how I would make copies, and pertinent info is usually on the top anyway. It should be easy to block off any financial details.
I had a Germany attorney fry to contact previous owners a d got no response.
