you don't have to short the pins.
remove the connector at the top rear of the AFM.

I don't know if there is a circuit in the yellow rly that runs the pumps for the .5sec when the key is turned on or if it is just a natural delay of the relays opening and closing that provides the delay,
I think it is the yel rly that does it.

you may pull it open and see if you can resolder any solder joints in it if you can solder or if there are any. I don't think I have opened one yet or I don't remember opening one.

next I would look at residual fuel pressures if that does not help
