Ignition Distributor Spring question

I went ahead and followed Gunters thread on distributor cleaning. My distributor was as dirty as he said it would be. My question is my smaller spring is not tight on the plastic piece that the spring rides on. Sorry I dont have a good pic, but take a look at the drawing. I am assuming it should be tight. The other heavy spring is tight. What's your thoughts.

My 3.2 distributor looks that way too, so I would not assume anything. In fact, every distributor I've taken apart has at least one spring that looks as if it was purposely set that way.
I believe that's how the factory calibrates them.

stirj is correct. The spring is made this way to delay the RPM in which it starts to be used. This is how Porsche creates the correct centrifugal advance as the RPM increases.
