yes it is! After reading many I still have questions about what I should do.

Had this CTRL+X

Questions
1- what should I use to clean off remaining residue? (I plan to use the POR15 clean, prep, coat kit to treat the whole area once cleaned up)
2- I can't get under tank (don't want to remove) and don't want to strip past the edge of the battery tray - do I just do the POR treatment to the edges, then overspray the whole area and into existing coated sections with a rubberized coating like Transstar?

Appreciate any recommendations on steps.

Have a look here at rust remover and pressure/capillary action to cover bare metal .

Not sure where your pics are located , but it]f it’s a vertical section you can either get creative to make a “bath” and use the liquid rust treatment , or buy the gel version ,
