Edit --While I was downloading and studying someone posted a picture. So my advice maybe moot.
There is a screw missing above the copper contact. Does it go there? It is clearly on leg of the horn circuit. What happens when you push the horn on the steering wheel? Does it move a contact? Download the parts catalogue https://www.porsche.com/usa/accessoriesandservices/classic/genuineparts/originalpartscatalogue/ Go to page 254 I'm guessing it goes between #23 and #25, the washer and contact. The wire is attached to #28 slip ring. Tap it on the contact, does the horn sound? I found this diagram https://members.rennlist.com/911pcars/L59.pdf Best I can tell is the when the slip ring wire - the brown wire in your picture - is shorted to ground the horn works. The switch is #23 wiper contact - the corroded contact in your picture. When you press the horn button the circuit is grounded through the steering shaft - #31 Hex nut M18 x 1,5. Touch #28 slip ring wire to #31. Does the horn work? Meter the between #23 and the hole that needs a screw. Is there continuity?

The Brown wire is grounded, Br/W goes to the horn ring. When the horn button is pushed the horn pin completes the ground connection between Br and Br/W to the horn relay.
