Is this too much heat exchanger rust?

I've just started looking into fixing up a 1970 911E and I'm thinking that these heat exchangers are too far gone and should be replaced.

I was looking for second options....

here's a photo



also (besides the silicone sealed sump) anyone see anything else that look amiss?

those heat exchanger look fine... especially the drivers side with its corrosion protected layer of oil
looks like a clean car though.....
