Angry Rebuilt 3.0 is in but, Fuel injectors wont stop flowing, HELP!

I just finished doing a 27230 conversion and I tried to start it up tonight. The car is a 1977 911s with a 1980 3.0L engine

First I pulled the fuel relay and coil wire, turned it over a few times to prime the oil pump ( I really never saw the oil pressure gauge move all that much). Then I plugged in the fuel relay, turned on the key without trying to start the engine to prime or fill the fuel lines. But when i did i could here the fuel distributor whinning (a vey load and high pitched sound). The sound that you would here when you lift up on the sensor plate to bleed the fuel system. But It did not stop until I turned the key back off. I pulled a injector and it had fuel on the tip. I then tried to start it and the motor seams to be LOCKED. It will not turn over. I'm not sure if it is the battery ( it has been sitting for 9 months or so) or a fuel (Vapor) lock.

1. Do I now have a fuel lock ?
2. If so, how do I fix it?
3. What is causing the fuel to continue to flow?

I do not have a CD box per say, I removed it and installed a MSD 6al. I don't think it makes any sounds. But I could be wrong, anyway the sound is not coming from that side of the engine bay, it is coming from the fuel distributor area and it is the same sound that it should make if you lift up on the plate.

But i do agree with you that I need to pull the injectors and place them into a bottle and then turn on the key to see how much they are spraying. And I also need to be sure that I have a good charged battery.

get the long 3mm allen adjusting tool, and turn the mixture adjustment counter-clockwise until they don't spray with just the key on. if it's hydro-locked, pull the plugs and turn it over by hand. don't try anything electrical until the fumes and fuel droolage are gone.
