Sticky throttle, re: return spring

I've noticed two throttle return springs for sale for the '73 cis cars. There's a long one and a short one. Which one goes where?

I'm just guessing that it will solve my sticky throttle problem. Is there another cause to this that may be located somewhere by the gas pedal?

check the linkage and see if it is hitting any hoses at the engine. Mine was.
