Question Going nuts - how do I get this thing off?

I'm currently in the process of having my chrome headlight rings painted to match my car, and have encountered a bit of a... hrrmm...problem... while removing them....

Can someone tell me how to get the little ring (see second pic) off?? I've been fiddeling with it for quite some time , and from what I understand it doesn't appear to be threaded.

The ring is so thin I have a hard time getting a firm grip around it.
I can turn it around and around, but it doesn't thread off...

Surely someone must have encountered this before?

I cut mine off with side cuters. Then I (think) I ran a new nit down before I re-assembled. That 'little ring' is crimped on and not intended to be removed.
