The U.S. didn't mandate airbags until '97. Before that, in '91 they simply mandated automatic restraint. Meaning either airbags or those goofy shoulder belts that opened with the doors, and covered you once you closed the door.
I suppose the guy may have found a way to put in those goofy automatic shoulder belts into a C2.
