not exactly. my 93 escort had no airbags, but it had automatic shoulder belts (still had to click the lap belt though!) I think the requirement was some form of passive restraint, including but not necessarily airbags.

The U.S. didn't mandate airbags until '97. Before that, in '91 they simply mandated automatic restraint. Meaning either airbags or those goofy shoulder belts that opened with the doors, and covered you once you closed the door.

I suppose the guy may have found a way to put in those goofy automatic shoulder belts into a C2.
