With only 28,000 miles I'd expect the car to be pretty clean (a babied garage queen). A car with issues, and only 28K, could mean problems.

My '86 930, in excellent condition but with 119,000 miles was sold to me for $22,000 about two years ago. It was worth more (maybe $25,000) but the PO is a close family friend. It had a new clutch, and cold A/C.

A 930 needing a clutch, and A/C, is on the block with two strikes in my book. Body damage wouldn't make me feel any better. The low miles would mean nothing unless the rest of the car was mint (unlikely).

My wild guess would be $17,000 - $20,000.
