Carrera TPS sensor - how does it work?

Can someone check for me and let me know if the Carrera TPS sensor is just a switch or is it a potentiometer? The one that came with my Carrera intake manifold was DOA. All three terminals read open on my Ohmmeter.

It's just a switch - a full throttle switch.
