Pedal Cluster Install Question

Rebuilt pedal cluster. All went well tho had the usual trouble with clutch pedal retaining pin.

Have bolted it in and hooked up clutvch cable and accelerator rod.
Noticed that accel lever does not rest against rubber stop. Motor is out so there is no tension from accel linkage return springs

Question is shouldnt the accel lever be resting on the stop? even if motor out? Feels like accel rod is being stopped by throttle lever. FWIW - PO had ebrake rebuild so I suspect that when replacing the ebrake cables, the mechanic messed up the throttle lever adjustment.

the only return spring on the throttle is engine mounted, so there would be slack in the linkage with the engine out.
