Whats wrong with my fusebox??

Below is a picture of my fuse box. You will notice that there is no fuse in the first slot and something hanging off of the second slot...

My air conditioner is the only thing in my car that does not work (well sunroof, defrosters, and windshield washers too), but i think AC might have something to do with the fuses because thats on the slot 2.

No wire clamp screws in the fuse holder? I think I'd start there.

Yes, search for loose wires nearby.

BTW, that is a very clean fuse box. I wish my corroded heap o' junk was that clean.
