California Friendly Mods

I have lots of big ideas regarding the mods that I want to perform on my 1988 911 turbo but I really want to keep it legal in California (It's a daily driver). I don't want to go through the hassle of swapping parts every two years. Maybe I'm asking for too much but here's my wish list:

98mm Mahles
SC CAM
EFI Conversion
Twin-Plug
Crankfire ignition
Tial Wastegate
Kolken Intercooler
KKK 7200 Turbo

I'm kind of stuck on what to do with the exhaust system. I know I can get a less restrictive after-market cat that is CARB approved but I don't know how well this will work with these mods. Would it be too restrictive? What do you guys think? Any suggestions? Would this setup pass California smog test? Thanks!

Pistons and cams will be no problem, EFI definitely won't pass (I got yelled at for having a "modified" airbox), Twin plug maybe, does the Crankfire have CARB approval?
Wastegate should be no problem, Intercooler is CARB approved IIRC, and I don't think you should have a problem with the turbo. As long as your cat is in good condition and the car is in-tune, you should have no problem passing.

So it looks like everything but efi will be ok. I can't believe there's no CARB approved efi mfgs? What about the exhaust. Will keeping all of the exhaust components with the exception of the free flow CARB approved cat work ok with my planned mods, or will this be too restrictive?

I can't speak to your engine specifically, but on my '87 Carrera, I run the Fabspeed cat by pass pipe, Borla exhaust and a SW chip. Good for a few ponies and a good sound/feel. The only part I have to mess with is the bypass pipe. 20 minutes every two years is all it takes

I think 930 cat is part of the muffler. So, you can do headers and swap just the muffler.
