16X 11 or 12....is there rubber for them?
Are there any tires made for a 16X 11 or 12 fuch, RSR replica wheels?? They would have to be at least 315.

No.
Ten years ago Michilin (I think) made a 315/16 that was very tall. Aspect ratio of 40 or 45. There may be slicks out there that you can cut a tread patten into.

Road and Race in So Cal had some a couple months back. Yoko's. I think 315 17's are becoming hard to find
