What it this part and it's function?

Hi guys,
Pardon my ignorance but what is this part that the blue hose is going into? I already do have a billet blow of valve behind th intercooler. So what part is this and what is it's function? Today I saw the blue hose had fallen out of it so I put it back into this part. However even with the blue hose fallen out of it, the car still drove perfectly fine and held it's boost pretty well. Will it do any harm with it disconnected?

It sits at the left side of the intercooler at the lower part..
