Where is the clicking coming from? If it's coming from a relay you may have a blow fuse, bad horn or broken wiring. Jump the horn relay and see if it sounds

The horns sits in a very harsh environment, check to see if the connectors are loose or worse corroded away.
+1 click is from the relay in the fuse panel.
