CIS Gurus ........HELP!!!!

OK 3.0 engine running fine at startup tack at 950 smoothe idle as soon as I touch the throttle the idle only comes back down to 2000 rpms and stays there if I shut it off and restart it idles at 950 till you touch the throttle again then idles at 2000... I removed the air filter and cover and pulled the air flow meter plate down and idle is back to 950 ... so in summary shutting it off and restarting or pulling the air meter plate down brings the idle back down to 950 where it will run fine till I touch the throttle again..
any ideas anyone?

Could be a vacuum leak; perhaps @ the decel valve or AAR. Try disconnecting and plugging the vac line to the decel.
Or maybe your sensor plate or plunger are sticking.
Or maybe your idle is set a little too high.
Or possibly your distributor is sticking.
Or maybe your mixture is a little lean.
Try checking those things. It'll at least get you started.

It may also be something as simple as a sticky throttle linkage not allowing the butterfly to close all the way. Disconnect the linkage from the throttle valve and try revving manually. If it returns to a proper idle, look at the linkage. My carpet gets pushed forward when I get into the car and causes similar symptoms until I reach down and pull it back. HTH,
