Starter/Key problems +cold weather starting

Ok so I've got two problems that are boggling me...

First one. I'm having problems starting my car. The key when turned does not want to turn all the way. I have to take it back to start and keep on turning and turning to start it. I can't even think what would be causing this but I think its the starter and or something wrong with the fuses/electrical sytem.


Second. I've been having trouble starting my car in cold weather. Anything below about 60* I have to sit the and let the car sit for about a minute with the key in the slot and after the minute I will try to start the car for about 10 seconds, then wait for 30 the repeat the process again. I think it could be a problem with the fuel pump or it may be the fuel filter, but I have no problem starting it when it is warm out side.

The key not turning all the way sounds more like an issue with your steering wheel lock, or lock tumbler. Fuses or electrical gremlins won't keep the key from physically turning in the tumber. Have you tried wiggling the steering wheel when this problem appears? You can also get lock cleaners which you can spray in and work some of the gook out.

On the second issue, does the car crank but not start unless you leave the key turned for a long period of time? I'm not sure what would do this unless it's the mixture. Leaving the key in the on position will warm the thermotime switch, causing the cold start valve not to fire, and will also close the auxiliary air regulator, richening the mixture, and will raise your fuel pressure via the control pressure regulator, leaning the mixture. I'd search on a bunch of the Cold Start threads since it sounds like a mixture related issue.
