help, last minute engine install issues rubber engine surround MFI

Hello, my rubber engine surround toward the front of the car is rubbiing against the MFI pump cog. Should there be a cut out here? As well there are 2 layers of rubber. Does one go on top and the other below the engine tin? or do both go on top? I have about a half inch gap on the straight piece toward the front of the car. Car is a 73 2.4 MFI.

Yes, the rubber splits with one flap above the tin and one below. The upper flap is cut out where it can interfere with the MFI belt. It is cut all the way back to the rib. As I recall it is about 12 cm wide. A little too much is OK for normal use. That is one of the things I would check when judging these cars at the Porsche Parade.
