Question Control Arm - Bump Stop? PIC

On my 71 when I was changing out my C/A bushings I noticed these 2 welded on "brackets". One of them appears to act as a Bump stop up against the 'body" of the car, and the other Im really not sure ???

These dont seem factory. What is there purpose ? Should I remove them? Will they hurt anything or give any advantage by leaving them on?

To me.....they serve no obvious purpose and are not factory. I'd remove them if simple to clean up and paint.
I've seen a bunch of C/As and never seen something like that.

There are folks who know a lot more than me.
