Question About Emissions In Oregon
Can the PNW'ers tell me what the emissions laws will permit, as far as modifying a 3.2L Carrera goes, in Oregon?

Depends on what part of oregon. If you live in an area subject to DEQ then depending on year it will at a minimum have to pass a sniff test and visual inspection performed on a rolling dyno. Usually not that big of a deal it is done every 2 years.

Crap. That sounds like California. So in Portland, going to a twin-plugged 3.5L with individual FI stacks is going to be a problem, even if I keep the catalytic convertor and my tailpipe emissions are very low?
What do you Oregonians get away with, as far as engine mods go? P.S.: I did some online searches, and learned that in Portland my car would get either the Basic (in neutral) or Enhanced (rolling road) emissions tests. Apparently the Enhanced test may be phased out next year. But I didn't see any mention of a visual, or any requirement that the engine or its emissions equipment be in stock condition (as is required in CA).

An '89 car will have to meet all emissions requirements for that model year. All appropriate equipment will need to be present and "functional". Specifically, your 3.5 will have to have a pair of cats behind the header/heat exchangers (or the OEM 3.2 exhaust system) and you'll need an air cleaner system (even temporarily) that incorporates a breather system for the oil tank. No catch tanks. Its not easy, but its certainly doable.

Sounds doable indeed.
Here in CA I was looking at having to swap engines every two years, if I ever wanted to have that sort of motor. Thanks, Steve.
