Have I got a Californian clock, or what ?

Unusual question.

I have noticed that my VDO time clock does not like the cold winter morning in Ireland. It seems to lose time whenever the night has dropped to freezing, or there abouts. I might lose 15-20 mins overnight.

Days when the temperature is normal (yeah, dont ask, what is normal in Ireland) there is no time lost.

So, do I have a Californian import on my hands (forgive the pun) ?

Has this clock been specially engineered to comply with strict Californian mechanism controls ?

Is it trying to covertly get back to the time zone it came from?

It's starting to go south on you. Eventually when it's get's cold again, it'll stop working altogether.

I got real lucky at a swap meet and bought a new one for $30.00US. The seller thought it was the 2" vs. the 3" which new is over $200.00US.

If this is original to your 69, it is a pure mechanical clock with a pulsed wind mechanism. It probably only needs cleaning to remove the old gummed up oil which is too thick in th cold. You can take it to a clock repair shop or clean it yourself. It can be cleaned using a solvent then oiled using sewing machine oil or gun oil. (These mechanisms are not fragile like a watch)
I changed mine out to a quartz one from a later year so it does not need adjustment every few months. You will always see a variation with temp. (a few seconds a day) on the mechanical movements because they didn't have the proper temp. compensation in the balance spring.
