the electric part of the switch, which screws onto the bottom of the mechanical steering lock part, is turned by a tab that sticks out of the mechanical part. the tab often breaks off. the steering lock assembly needs to be removed as a unit in order to remove the electric switch from the bottom of it. you can't get at the top screw when it's in the car. then you will find out if that's the problem. if you're lucky, it might only be the electric switch is bad. if you have another electric switch, you can attach it to the plug from the old switch and start it with a screwdriver. don't forget to unlock the steering first.

does the car start with just the switch plugged in, and turned with a screwdriver? not much you can do if the mechanical part is worn out. a used one with a key is the cheapest fix. pretty expensive new. the lock only pops out when the key is removed.
