E-Light flashes wherever key is on???

I have a 75 911 Carrera. Just recently the e-light (top/center of the speedo) flashes and makes the same clicking sound as if the ER lights were engaged anytime the key is on. The emergency lights do work propery when engaged. When the turn signal lever is engaged both directional green arrows flash at the same time but the signals are working properly. I pulled all my corner lights and cleaned the sockets and bulbs. No change.
I can't find the flasher repay (where the heck is it?) and I checked to see if my e-brake was disengaging the brake warning light (again I can't figure out where the switch for that is either)
Help...

I'm thinking this may be a relay issue. I've checked everything else and researched here on the tech and on past theads. Still looking for some input... bump

2 things will trigger the light and relay to go off. A bad ebrake switch or the 2 wires the are attached to the master cylinder. Unplug the 2 brown wires on the master and see if it still flashes.
