60/40 Split but car is level ???

I had my car corner balanced and here are the numbers:

613..........................567
887..........................839

The corresponding fender hts are:

25 1/8......................25 1/8
25 ..........................25 1/8


Is it possible for the car to be almost level, yet it has the 60/40 split? I thought most cars should be .25" higher in the front?

Do not take the fender lip height measurement as the datum for correct ride height. The corner wieghts are more important. Besides, measuring at the fender is just plain unscientific! It is a reference and folks need to qualify that when ever they type it or speak of it in conversation.
