Flip-forward lever question

Hi, all. I have some extra seats that I want to swap in to my GF's 82 SC. However, the flip-forward lever on the seat does not work. I can see the cable down to the lower metal lever on the hinge mechanism, but that lever does not pull up.

How does this thing work? Do I need to disassemble the hinge thing to fix it? I did get the seatback tilt knob off, and the cover for the hinge part, but wasn't sure where to go after removing the two bolts that hold the seatback onto the hinge.

Any ideas? Anyone messed with this part of the seat before? Thanks!
