Do i need this part to run car?

hi, again iam still cleaning under driving fender .I took out the fluid container that connects to headlight spray thingy cause i never used it any ways. There's another smaller container that is above it and has 2 small hose connected to which looks like from the gas main hose from inside the trunk. there's nothing in it and looks like nothing was in it for a long time. can i remove this part too for good? or is it a over gas fill container? 1980 sc with upgraded carrea bumper style,
