Is it time for a new voltage regulator?

Heres the problem, when I first start my car in the morning my charge light comes on and my voltage hangs at 11-12v. If I rev the engine a little the voltage jumps right up to around 13-14v and stays there from then on, even at idle. It's only when i first start the car that it doesn't appear to be charging, could it be my voltage regulator causing the problem?
Any input is much appreciated.

A failed voltage regulator -usually- means that you will see TOO MUCH voltage, which will boil your battery or wear out your alternator.
My guess is that you have an alternator problem OR something as simple as dirty connections somewhere in the charging circuit. If your alternator was bad you would likely not see a voltage increase at all.

After you rev the engine a bit and it goes to 13-14V, does the light go out?

Your charging circuit sounds fine to me. Your reving the engine provides the excitation voltage to start the alternator charging. Its designed that way.

Does the light go out when revving?
How old is the alternator?
Not serviced for many years?
Does it have an internal regulator?
Maybe the brushes are at their ends?
