Sticky throttle (CIS) and out of whach tach

My throttle on my 77 2.7 has a sticky initial throttle - What I mean by this is that it sticks when I first give it a bit of gas, you can feel it kinda click then start to move.

This is happening at the throttle body itself, not the linkage between. I guess I will have to take it apart and rebuild it. Anyone know what may cause this or if there is a "simpler" fix?

I am still unable to get my idle RPM below 1430 RPm's, I am looking at changing all the vacuum hoses just to be sure.

Since my idle can't be set I set my timing at 35 deg full advance. From what I know this seems to be the best way to set timing anyways.

at 1620 RPMS the timing is advanced 16 deg
at 1430 RPMs the timing is advanced 13 deg

Also my Tach is not reading properly. I hooked up my snap-on tach/ timing light and the tach was off as I expected it to be. My measurements above were taken using the snap-on tach

When my car idling the car tach shows 2200 RPMS, the snap-on shows 1430 RPM big difference.

Have you checked your points/dwell?

Does the engine "seem" to be running @ 1400? 2200 would feel quite high, maybe even higher than @ cold statup.

Points replaced and checked . I actually tried to instal; pertronix yesterday and they wouldn't work, so I re-installed the points and reset the gap.

Yes it is running at the 1400, My tach is way out, (It goes to like 7000 when I might be 4500 also. Too bad I bought it used here, I was happy when it worked AT ALL but now i will need to source another or have this one rebuilt
