It is official. I am an idiot.
The old alternator tested GOOD too. I can now conclude that belt was slipping and not turning the fan / alternator. It is really amazing how one shim can make such a drastic difference. I feel like it is incredibly tight right now. Much tighter than I have ever had it in 4 years of ownership. What a waste of time.
