could anyone help identify and explain this part?

Described as cabriolet "mount" round 3 bolt configuration that sits in the middle of the engine crossmember, or engine mount bar, cabriolet model only, pelican has it discontinued #911-375-043-05-oem, what is it's purpose and where might I locate a new one. The car is an '83 911sc cab, also does that "vibration damper" on a cabriolet actually do anything? It look like a small shock absorber on top of the engine crossmember. Does that expire and need replacing?
