Weber overflow

've just re-built a pair of weber 40 IDT's and before mounting on the engine I decided to check for leaks on the bench. If I leave the pump running, even for a short time, I get
fuel coming out of the pipes that rise in between the velocity stacks on one set of IDT's.
Can I assume that the fuel pressure is too high? I'm pretty sure that the float levels are correct - the needle valves 'hang down' 20mm and the distance from the float tab to the top of the gasket is 20mm. I have a facet pump and external regulator/filter. Is there any way I can check the fuel pressure without have a fuel pressure gauge?

Cameron - You really need a guage to check the pressure, should be around 3-4 lbs. I bought a cheap inline guage at AutoZone. It was about $6.00 and I leave it on all the time. I would double check the needle and seat along with the float level. Could be caused by high pressure, bad needle/seat or improper float level.
