Question Where is the headlight flasher changeover relay

Low beams quit working and fuses are good.

These cars have no relays, power is feed directly via head light switch. Most likely the switch could be bad, very common failure. Or the hi-bean switch may also be failed.

Ain't no relay. It all goes thru the contacts on the hi-lo/turn signal switch. You may be able to dis-assemble the switch and bend the contacts back into position.
Many folks have added the headlight relay kit to handle the amperage from high power headlights.
The Germans are smart for some things, not here.

You need to replace your headlight dimmer switch at the steering column. To avoid doing this every few years install a relay kit at your fuse box. Do a search here. I got mine from Marc Sucro, I think Daniel Stern has them I'm not sure if our host carries them. This will fix your problem.

Also,
Does the headlight switch turn the interior lights on and off? Mine just dims the dash lights. If so there is another problem with the switch.

I've only owned a 75 Targa and a 84 Cab, in these cars it does not turn on the interior lights.

Also, in my 75 car the hi-beem stick switch failed and I almost had a fire inside the steering col! Smoke was poring out and luckily the switch self destroyed before hand, and the fuse did not blow!

Pulled the light switch and found one wire not connected. The problem is there are no unconnected wires???

Cleaned all connections but still no low beams.

The problem is in the stalk switch on your steering column not in the headlight switch. Just slap a new one in and add a headlight relay to avoid a repeat of the problem down the road, I went through one every 6 years until I did the relay

You might also want to check your fuses as the high and low beams are on different fuses. Make sure you only use ceramic not plastic fuses.
