oil cap

1986 911 new top end, will not idle, up and down,runs good with oil cap off???

sounds like you have a bad vacuum leak somewhere.

Both items you described indicate it's running too rich. You can try adjusting as in this link under "Idle Speed Adjustment".

Yup....sounds like your 710 cap shows that you have a leak someplace. I use a can of quick start sprayed VERY lightly in areas of suspect leaks. Idle change reveals suspect areas.

If it runs good with the cap off(which creates a vacuum leak, more air) I would suspect the car is way too rich. I would check to make sure cylinder head temp sensor for DME is plugged in and good, also make sure the air door in the air mass meter moves smoothly and is not stuck. I recently had a bmw that the door was not closing all the way and it ran terrible and would not idle. BMW used a very similar DME system for years

What type of computer chip do you have. My 86 came with some sort of generic custom chip and ran very rich to the point it would sometimes flood the engine and cause it not to start. Purchased SW chip and all those troubles went away. Was tired of changing the oil as the gas would wash down into the case. Not only did the troubles go away but engine really pulls much better through the entire rpm range and it passed emissions. If I take it easy I get 27+ mpg. Just a thought if all else is OK under the hood.
